Using a square piece of blue-and-white-sided paper, make a cut from each corner point to one inch from the center, resulting in eight points. Gather every other point into the center, overlapping tips. Punch a hole straight through tips and center, and secure with a pretty fastener. Adorn with stickers and attach to a stick or ruler.
